PUBLIC COMMENTS

The Groundwater Management Area 9 (GMA-9), includes all or part of 9 counties in the Texas Hill Country, was established in 2002. The Texas Water Development Board created 16 Groundwater Management Areas across Texas, each with a number of groundwater conservation districts (GCDs) included in their boundaries.

Public Comments Received

As required by Texas Water Code §36.108(d-2), all nine GMA 9 member GCDs held public hearings on the proposed non-relevant aquifer classifications and the proposed DFCs within the 90-day public comment period (April 20, 2026 – July 20, 2026).

The Comal Trinity GCD and the Hays Trinity GCD received verbal public comments at their GCD public hearings and also received written comments during the 90-day comment period. Written comments were also submitted during the 90-day comment period to the Headwaters GCD. No other GCDs received any public comments.

As required by Texas Water Code §36.108(d-2), these three GCDs prepared summaries of the relevant public comments they received and are submitting them to the GMA 9 Joint Committee for consideration at their next meeting scheduled for September 29, 2026. None of these GCDs are suggesting revisions to the DFCs.

Also, as required by Texas Water Code §36.108(d-2a), these three GCDs’ relevant comments summaries are being posted on this website for a period of 30 days (August 29, 2026 – September 27, 2026).
